Beacons – Community engagement project with Alison Neighbour, Creative Folkestone and SparkedEcho

Beacons is an outdoor performance planned for December 2021. It is about the connections within our ecosystem and our dependence on each other (people, places, and creatures). The projects involves a treasure hunt across the whole borough in November and December. Concluding with a magical sound and light performance on Sunny Sands beach on the winter solstice.

Sea Gooseberries are creatures found in every ocean of the world. They are ancient creatures and seen as the ancestors of every other living organism including us humans. From time to time, particularly in spring and early summer, they wash up on to the beaches of Folkestone.  As they contain a millennia of experience and could hold the secrets to help save our world?

We need heroes in our community and our local and global eco system!  The project is recruiting 13 Sea Gooseberry Guardians; one for each ward in Folkestone, Hythe & Romney Marsh. The role of the Sea Gooseberry Guardians is to make connections with as many people and businesses as possible in their ward, creating excitement for the project and collecting people’s stories. By November, each Sea Gooseberry Guardian will have recruited 13 places across their ward for a Sea Gooseberry. There will be a beautiful, glowing art work made for Beacons– to be situated for the November and December treasure hunt.

Bee survey in Sandgate

Following on from a talk given in February by Dr Nikki Gammans, from the Bumble Bee Conservation Trust, the Sandgate Environmental Action group (SEA) are setting up bee survey walks in the local area  to help the Trust with their vital surveying work. 

Nikki explained that as well as bee friendly gardening (Bumble Bee Conservation Trust Gardening AdviceBee Walks were something positive we could do. The Bee Walks take place on the same route each month and a record is made of  bees spotted and entered  into a national database. Nikki explained that it is so important to get a clear picture of bee activity because the data ensures the Trust’s conservation activities and advice is underpinned by the science of what’s happening to bumblebees across the UK.  The Trust needs data from this area which is where we can help.

If you’d like to get involved then please come along to the free identification training day, run by Aydan Kahn from the Bumble Bee Conservation Trust on Saturday 15th of April from 10am – 2pm in the Reading Rooms at the Old Fire Station

Naturally there will be tea, coffee and cake but please bring your own lunch. If you can stay longer then there will be an opportunity to try out a walk with some nets.

Can You Join the Sandgate Kent Speedwatch Volunteer Team?

Kent Speedwatch is a volunteer scheme to monitor and display the speed of passing traffic on selected roads.

A group of 3 people use a roadside speed indicator device to monitor and display the speed of approaching traffic. They note the details of those significantly in excess of the speed limit and pass those to the Police.

It acts as a good reminder to motorists to keep to the limit, and forms a base of data that Kent Police can see to understand if there is a lot of speeding in a certain road, and to target their resources at monitoring them. The Police cannot issue penalties on the basis of Speedwatch data alone, but can issue warnings.

Sandgate Parish Council has a part share in a Speed Indication Device, but haven’t run sessions for some time. We have a new Sandgate Kent Speedwatch Co-ordinator willing to run sessions running again, but to do so we need a group of volunteers willing to join the team.

Training takes a couple of hours, and we’d be hoping to run 2 or 3 Speedwatch sessions a month to start with: if we had 9 volunteers, that’s commitment to one 60-90 minute session a month.

Sessions only happen during daylight hours, in Police approved locations, with trained volunteers. You’ll never be working alone.

You should get an email notification of some type, but then that’s done. When we have enough (5 or so) volunteers registered we’ll be in touch – we will get a Sandgate Kent Speedwatch training session organised and all volunteers invited.

Cheriton Road and Cheriton High Street Resurfacing and Overnight Road Closures: 23rd April – 17th May 2021

The closure notices for these works come in TWO Parts.

Part 1

Temporary Overnight Road Closures – B2064 Cheriton High Street, Cheriton, Folkestone – 23 & 26-28 April 2021

Overnight closures of B2064 Cheriton High Street, Cheriton, Folkestone are planned from Friday 23 April 2021 for up to 4 weekday nights, from 8.00 pm through to approximately 5.00 am each night. 

B2064 Cheriton High Street will be closed in phases between the junctions with B2064 Cheriton Approach (new traffic lights) and B2063 Risborough Lane, to the actual extent shown at any time.

The overall alternative route for all through traffic is via Cheriton Road (B2064 / A2034 / A259), A259 Castle Hill Avenue, Shorncliffe Road, Earls Avenue, Sandgate Road, Sandgate Hill, Sandgate High Street, Sandgate Esplanade, Seabrook Road, East Street, Prospect Road, Rampart Road, Red Lion Square, Dymchurch Road, Scanlons Bridge (Military Road in opposite direction), A261 London Road, Hythe Road, Ashford Road, Stanford Intersection, A20 Sandling Road, Ashford Road, Cheriton Interchange and B2064 Cheriton Approach.

Various side roads may need to be closed at their junctions with Cheriton High Street at certain times as the works progress, as and when indicated on site.

Personnel will be on site to allow managed access for residents and businesses when it is safe to do so, but there are likely to be delays and certain times when this is not possible for safety reasons.

The closures are to enable Kent County Council to carry out essential carriageway resurfacing works.

The works have been timed to be carried out overnight to reduce their impact

Some delays are likely, especially earlier in the evenings, so it is recommended that motorists allow extra time for their journeys or consider using alternative routes during these works.

The planned dates and duration may change for various reasons including the current coronavirus situation and adverse weather conditions, with any changes signposted on site and notified locally.

It’ll soon be looking a bit like Christmas…

On the afternoon and evening of Friday 1st December, please join us in Sandgate Valley and Village. Enjoy the Christmas lights, meet a special visitor, visit the craft market and hear a carol or two, and support local businesses many of who will be open until 7.30pm at least on Friday (and clearly our pubs, bars and restaurants rather later). We’re hoping for the right weather, but will go ahead regardless: wrap up!

Civic Centre site in Folkestone to be used for Covid Vaccinations

The Civic Centre site in Folkestone is due to be used as a vaccination centre against COVID. Residents will be invited to get the vaccine when it is their turn and advised where they should attend to get their jab.

The Folkestone & Hythe District Council owned site is going to be part of the massive immunisation rollout of the COVID vaccine when it becomes operational as a vaccination centre later this month.

Vaccinations will take place in the car park of the site.

The Civic Centre site will predominantly cater to patients from the following GP surgeries: The New Surgery, Guildhall Street Surgery, Sandgate Road Surgery and Manor Clinic.

Oaklands Medical Centre is another vaccination hub in the district catering to patients of Sun Lane Surgery, White House Surgery, Oaklands Health Centre, Hawkinge and Elham Surgery, The Folkestone Surgery, Folkestone Health Centre and New Lyminge Surgery.

The vaccinations are being given to certain individuals first in line with the national priority list. You will be invited to attend when it is your turn to be vaccinated.

Please do not turn up on site or ring the site as you may hamper the vaccination effort and will not get a vaccination without an invitation.

Cllr David Monk, Leader of Folkestone & Hythe District Council, said: “We are delighted to be able to provide the use of the Civic Centre site. This vaccination programme is crucial to us being able to get back to normal. It’s important we all take up the offer of this protection and I am eagerly awaiting my own invite to get vaccinated.”

In addition, Folkestone & Hythe District Council proposed the use of Folca – the former Debenhams building – before Christmas. Officers have been working hard to explore plans and practicalities with the NHS Kent Community Health Foundation Trust ever since and continue to do so.

A service for the Romney Marsh area is also in the final planning stages. Subject to being approved a service at Lydd Airport is expected to open in the week of 18-24 January (exact date to be confirmed).

Coronavirus vaccine scams warning

Action Fraud has received reports from members of the public who have been sent text messages claiming to be from the NHS, offering them the opportunity to sign up for the vaccine. The texts ask the recipient to click on a link which takes them to an online form where they are prompted to input personal and financial details. In some cases the online form has looked very similar to the real NHS website.

How to protect yourself:

In the UK, coronavirus vaccines will only be available via the National Health Services of England, Northern Ireland, Wales and Scotland. You can be contacted by the NHS, your employer, a GP surgery or pharmacy local to you, to receive your vaccine. Remember, the vaccine is free of charge. At no point will you be asked to pay.

– The NHS will never ask you for your bank account or card details.

– The NHS will never ask you for your PIN or banking password.

– The NHS will never arrive unannounced at your home to administer the vaccine.

– The NHS will never ask you to prove your identity by sending copies of personal documents such as your passport, driving licence, bills or pay slips.  

If you receive a call you believe to be fraudulent, hang up. If you are suspicious about an email you have received, forward it to report@phishing.gov.uk. Suspicious text messages should be forwarded to the number 7726 which is free of charge.

Coronavirus/COVID-19 – Scammers active in Kent!

Scammers and criminals are already looking for opportunities to scam people as a result of the Coronavirus / COVID-19 pandemic. Happily, there are many more stories of kindness and generosity but we want to make people aware of the scams as they emerge – which they seem to be on a daily basis.

Kent Trading Standards have received reports from Kent Police of people door-knocking and claiming to be from the Health Authority.

What happens:

The criminal knocks on your door.
They claim to be from the Health Authority.
They offer to do COVID-19 testing on residents.
There are also reports of the criminal offering to take the residents temperature.

THIS IS A SCAM!

What to do:

– Do not let them in.
– Do not allow them to take any money or details from you.
– Report to Kent Police on 101.
– If you ask them to leave and they don’t, contact the police on 999.

Please warn vulnerable family members, friends and neighbours.

Cost of Living Support

Folkestone and Hythe residents worried about meeting the rising costs of living may be able to get support to help with everyday costs.

Depending on their circumstances residents could be eligible for schemes from Folkestone & Hythe District Council, Kent County Council or central government. There is also support available from local and national organisations and charities.

Details of the various options – including local support – have been collated at folkestone-hythe.gov.uk/cost-of-living-support and leaflets with this information have been distributed to community spaces.

Could You Help Sandgate as a Flood Warden?

A Flood Warden is a volunteer trained to help and prepare people in local communities that are at risk of flooding. They play an important role in the preparing a community flood plan and putting it in to practice. In Sandgate we would also ask you to meet the Parish Council annually to update us on the flood plan.

The training consists of five key modules.

  • Role of a flood warden
  • Types of flooding
  • Catchment overview
  • Flood and weather warnings
  • Flood safety awareness

We have one trained flood warden locally already, but we’d really like more so we have a small team.

The commitment

  • Training takes just 2 hours to complete (training is currently online, with the next FREE course on 14th December and 17th January from 7-9pm).
  • Flood Wardens meet a few times a year to test their flood plan.

The Role

  • Help local people prepare for flooding.
  • Provide a vital link between your community and the emergency responders.

What you’ll get

  • Comprehensive handbook.
  • Access to a whole host of resources.
  • Support from fellow Flood Wardens.

It’s been a while since we’ve had a substantial flood in Sandgate, but that’s no reason not to be prepared.

Covid-19 GP Vaccination Centre Confirmed

Folkestone Civic Centre has been confirmed as the Covid-19 Vaccination Centre for Folkestone and Sandgate’s The New Surgery, Guildhall Street Surgery, Sandgate Road Surgery & Manor Clinic.

Vaccinations will start week commencing 11 January.

This location does not offer a drop-in vaccination service. All vaccinations are arranged in advance through invitation based on the national priority groups. Please wait to be contacted for when you can get the vaccine.

This is the GP led vaccination service centre. There are also plans to set up mass vaccination sites across the County, each offering up to 3,000 vaccinations a day, and announcements on the sites for them will follow as soon as the locations are confirmed.

Cuckooing

In the Folkestone & Hythe area we have had a number of people Cuckooed and are asking people to let us know if they suspect anyone in their area is falling victim to Cuckooing.

What is Cuckooing?

Cuckooing is where a drug dealer or group of drug dealers takes over the premises of a vulnerable person either by friendship, force or a combination of both, before turning it into a base to deal drugs from. Cuckooing is not a group of drug users moving in with a fellow user and then all of them using drugs together and causing anti-social behaviour in the vicinity. It could happen to a vulnerable neighbour, friend or family member you know.

How to spot the signs?

Job Vacancy for Deputy Parish Clerk

A vacancy has arisen for the post of Deputy Parish Clerk / Responsible Finance Officer (RFO) at Sandgate Parish Council.

The Deputy Clerk will be providing support to the Parish Clerk and Librarian and is one of the main points of contact for Sandgate residents.

The position is for 10 hours per week, to include Wednesday 9.30am-1.00pm – plus evening meetings. The salary is £13.40 per hour with a voluntary pension scheme.

The successful candidate will be entitled to 21 days holiday plus bank holidays.

Duties include:

  • Attending Parish Council meetings
  • Preparation of Agendas and Minutes
  • All Financial matters including preparation of financial statements for the Annual Audit
  • Maintaining the Parish Council website
  • Managing and interrogating the Parish CCTV
  • Assisting the Parish Clerk/Librarian in running the parish library

The ideal candidate will be a good communicator, with the ability to work on their own initiative or as part of the team.

The Deputy Clerk will be the Responsible Financial Officer (RFO) and will be responsible for all financial records of the Council and the careful administration of its finances.

Discretionary Council Tax Energy Rebate Scheme Launched to Support More Households

More households in the Folkestone & Hythe district could soon be eligible for a council tax energy rebate.

Folkestone and Hythe District Cabinet members have agreed on the criteria for a new discretionary scheme using £302,100 funding from the government.

To date, people living in properties in council tax bands A to D (and E if in receipt of Disability Band Reduction) are being given a one-off payment of £150 to help with the increasing cost of energy bills.

The Discretionary Energy Rebate Scheme means householders who fall outside this criteria as of 1 April 2022 could also get the £150 (from July at the earliest). These are:

  • Those in bands E to H who are entitled to Council Tax Reduction.
  • Those in bands F to H who are entitled to Disability Band Reduction.
  • Those in bands E to H and who are exempt from council tax because they are students, under 18, or severely mentally impaired.
  • Those who are not liable for council tax, but responsible for paying energy bills (ie, tenants in houses of multiple occupation where the owner pays the council tax, but they pay for gas and/or electricity).

In the case of the last criteria, an application will have to be made to F&HDC, but in all other categories, the £150 will be automatically made to those who pay their council tax by Direct Debit. Those who don’t pay by DD will be contacted.

If there is any money left over, F&HDC will consider making a top-up payment to all households in band A to H in receipt of Council Tax Reduction. This will be split evenly amongst these low-income households once all other payments have been made.

The £302,100 must be fully spent by 30 November 2022, or returned to the government.

Cllr Tim Prater – Cabinet Member for Revenues, Benefits, Anti-Fraud and Corruption – said: “I am pleased we are able to further support our most vulnerable residents in these difficult times; all those who are on lower incomes, but – for whatever reason – live in larger properties.

“This includes homes which have been adapted for those with disabilities, anyone who is entitled to a reduction in their council tax, and those who don’t pay council tax because they rent but pay their own fuel bills.”

Cllr David Monk – F&HDC Leader – said: “It was important that we had a largely consistent approach across the county, so before we devised the council tax energy rebate policy, we consulted with colleagues from different councils.

“All officers will be going that extra mile in the coming weeks to ensure everyone who is eligible gets their money as soon as possible.”

District Council Virtual Meeting to Address Napier Barracks Questions

A virtual community engagement meeting is to be held to answer residents’ questions regarding the use of Napier Barracks as an assessment and dispersal facility for asylum seekers.

Folkestone & Hythe District Council (F&HDC) is organising the online event, which will be streamed live on YouTube this Friday (25 September) at 3pm.

The Home Office and other agencies have been invited to attend, with F&HDC Leader Cllr David Monk urging key partner representatives to participate and address any issues raised.

He said: “The lack of communication from the Home Office has meant we have had no way of being able to allay the fears and answer the questions raised by residents.

“This is a perfect opportunity for all of the agencies involved to come together to describe the support they are giving and the actions they are taking to address concerns in an appropriate setting.

“It will also allow speculation around the arrangement to be addressed – some of which has been very unhelpful and potentially damaging to our community.”

Questions must be submitted via email to committee@folkestone-hythe.gov.uk before 5pm on Thursday 24 September.

Themes raised by residents will then be discussed by the panel as opposed to each question being asked individually.

Enquiries may be rejected – as is standard council practice – if they are considered to be defamatory, frivolous or offensive. Members of the public will be able to watch the meeting by visiting bit.ly/YouTubeMeetings

Electoral Commission Guide on Voter ID for 2023 English Local Elections

The UK Government has introduced a requirement for voters to show photo ID when voting at a polling station at some elections. This new requirement will apply for the first time in England at the local elections on Thursday 4 May 2023.

We know that some groups are more likely to experience barriers in preparing for this change and may need support to access photo ID. Anyone who does not have an existing form of accepted photo ID will be able to apply for a free voter ID document, which is known as a Voter Authority Certificate.

This guide is for staff and volunteers working at local authorities and charities in England who want to support those they work with to understand the change. It includes information on:

  • Which forms of photo ID will be accepted

Emergency Road Closure – Granville Road East, Sandgate – 18th January 2021

It will be necessary to close Granville Road East, Sandgate from 18th January 2021 for up to 8 days.

The road will be closed outside 9 Granville Road East.

The one-way system on Granville Road East has been suspended to allow access.

The alternative route is via Sandgate High Street and Parade Road.

This is to enable emergency gas escape works to be carried out by SGN.

Enbrook Stream Misconnections

Over the weekend our Chairman Tim Prater picked up on letters going out in the Enbrook Valley area to some houses regarding misconnections to the sewer, and requiring alterations.

We’ve been in touch with Southern Water this morning to get a clearer picture of the issue. Below is the information we have to date. We’re asking for more information from them, but thought it helpful to post what we have right now:

“Thank you for taking the time to get in touch this morning. I can fully appreciate any concern, the discovery of misconnections on Brambley Crescent has caused the residents affected.

“The Kent misconnections team have been surveying the Enbrook Valley catchment for 12 months now, finding 27 properties with misconnected pipework and 71 individual facilities that all connect to the surface water sewer which then outfalls into the Enbrook Stream.

“Misconnections are a problem across the Southern Water region and the UK. They can occur when moving facilities around the house, for instance when moving a washing machine into a utility room or garage. If correct checks are not done, the surface water drain can be mistaken for the foul sewer.

“Building an extensions could result in a misconnection if a builder doesn’t check the layout of the drains properly. However, in some cases the property has always been misconnected and the homeowner unknowingly inherited the issue when they first took over the property.

“The team that have been proactively surveying the area are David Booth & Darko Zlatarek. David, Darko and I are contactable Monday to Friday, should you or the homeowners have any questions or need support. We can arrange visits to demonstrate the issue or meet contractors when attending to scope the work needed to address the problem.

“I would encourage each property owner to make enquiries with multiple, trusted local contractors to acquire quotes. Then keep David, Darko or myself updated. I appreciate that it’s a less than ideal time to be told about a problem of this nature, so we are flexible in the time needed to rectify the issue. All that I ask is that we are kept updated with the progress being made.

“I completely understand that this news has come as a shock. Nobody knowingly wants to cause an issue like this to the local environment.

Enbrook Stream: Pollution incidents

A number of times, but seemingly randomly, we have had reported pollution incidents in the Enbrook Stream, where the stream as it runs into Enbrook Park is discoloured and clearly has had some sort of discharge into it. The incidents are irregular, seemingly random, and have cleared quite quickly: often an hour later, there is no sign of it.

On each of those occasions we have reported the incident, with photos where we have them, to the Environment Agency. In conjunction with Southern Water they have investigated and some time ago throught they had found a source (a misconnectioned drainage pipe) and ensured a fix. However, over the Christmas period, there was another incidenct, with a resident sending us the picture above.

We of course also reported that onto the Environment Agency, who have responded (4/1/2022):

“I have forwarded the photo onto Southern Water to keep them updated with these discharge occurrences. Although random and with no obvious source, I will attempt to keep Southern Water investigating and narrowing down a source by installing cages in the surface water network and tracing the appropriate line.

“Unfortunately the Environment Agency are no longer funded to attend these incidents and investigate ourselves, so we have no choice but to keep referring these incidents to Southern Water and await their response.

“I offer apologies for the inevitable length of time it may take to come to a conclusion. But please keep sending me through evidence of these spills when they occur as I am logging them for any future enforcement options.”

If you see evidence of pollution in Enbrook Stream (its generally really easy to spot: it goes cloudy!) then please do take any pictures you can of it, and send them with the date and time the photo was taken to clerk@sandgatepc.org.uk We are working to resolve the issue, but the more evidence we have to pass to the Environment Agency / Southern Water, the better the chance they can find and fix the currently unknown cause.

English National Concessionary Travel Scheme (ENCTS) Bus Passes Bulk Renewals March 2023

Background: Kent County Council (KCC) manages the English National Concessionary Travel Scheme (often also referred to as Older People’s Bus Passes) for Kent residents on behalf of central government. There are currently approximately 250,000 ENCTS pass-holders in Kent, who qualify either on the basis of age or disability.

Passes are issued for five years with an expiry date at the end of March, regardless of which month in the year the pass was originally issued. As a legacy of the commencement of the scheme, every five years there is a significant peak in renewals.

2023 renewals

In March 2023 there are 140,000 passes that reach their natural expiry.

The approach KCC takes is ‘Intelligent Auto-Renewals’ i.e. not asking all pass holders re-apply but re-issuing a pass automatically if it has been used in the year before expiry. 

Where passes have not been used, we write to the pass holder offering them the opportunity to renew their pass through a simple online or free post process. 

Passholders who qualify on grounds of disability are asked to re-evidence their entitlement. This is because some passes are issued on the grounds of temporary disability. However, we are updating the process after this renewal so that those with permanent disabilities will not need to do this again once they have re-evidenced this time.

In all cases we will contact passholders directly either with their new pass or with instructions on how to renew. Passholders do not need to do anything prior to receiving their new pass or letter unless they have moved since they received their existing pass. In this case, they need to let us know their new address. Details of how to do this can be found at www.kent.gov.uk/buspass.

The scheme is a statutory scheme which gives eligible passholders access to services across the UK, not just in Kent.  As such, the issue of a pass does not take account of changes to local bus services.

Process and timelines

Letters for those whose pass will not automatically renew will be sent in late January and February.

Bus Passes will be sent out in batches by District in February and early March.

Passholders do not need to contact us unless they have moved since they received their existing pass. Details of how to let us know they have moved can be found at www.kent.gov.uk/buspass.

Older person passes used within the previous year:

Automatically renewed – the pass will be sent by post.

Older person passes not used within the previous year:

Passholders will be sent a letter inviting them to renew and giving them a choice of doing so online or by free post.

Disabled person’s passes:

All disabled person passholders with March 2023 expiry will be sent a letter inviting them to renew and giving them a choice of doing so via online or free post.

The approach adopted is well established, understood and well-rehearsed between ourselves and our delivery partners and as such no operational issues are expected.

    Fake text messages targeting parents

    Action Fraud and others are reporting a scam by text where criminals are sending out distressing messages.

    How this scam works:

    • Victims receive a text message from a loved-one which says they are in hospital
    • The only way that they can make contact is via text message
    • Victims are asked to purchase mobile phone top-up codes and text it to the criminal
    • Once the criminals have the code, they can get the cash credited to their own mobile phone account.

    Protect yourself:

    • These messages can evolve into more elaborate scenarios and play on your emotions and get you to react quickly without thinking.
    • If you receive one of these text messages, don’t send any codes or money, delete it and report it to Action Fraud.
    • If a family member was hospitalised, they would never be forced to use a mobile phone that required credit to activate it.

    Financial support for businesses during lockdown

    Financial support is still available for eligible businesses significantly impacted by the COVID-19 restrictions currently in place.

    There are three schemes being administered by Folkestone & Hythe District Council on behalf of central government during the third national lockdown:

    • Local Restrictions Support Grant (LRSG)
    • Closed Business Lockdown Payment
    • Additional Restrictions Grant (ARG)

    Cllr David Monk, F&HDC Leader, said: “This money is a crucial lifeline for businesses currently unable to trade as they usually would.

    “This is about supporting our local economy as best we can right now. We have been working hard to ensure this funding is getting to the businesses which provide much-valued products and services to residents across our district in a timely manner.

    “It’s been fantastic to hear such positive feedback ranging from small traders to bigger businesses with larger overheads. Many have said the grants have made this current situation less stressful and acted as a real lifeline during lockdown periods.”

    While more information about all of the support available can be found at folkestone-hythe.gov.uk/covid-19/business-support, here is a basic breakdown of the three:

    Local Restrictions Support Grant

    This is aimed at businesses which have been legally required to close due to localised restrictions and are business rate payers. Where possible, we have contacted eligible businesses.

    For those who have successfully applied for an LRSG in the past, subsequent grants will be paid automatically when applicable – meaning you do not need to fill in any further forms at this stage.

    More than £2.25 million has been issued for the second national lockdown, as well as the Tier 3 and 4 restrictions, since the beginning of November.

    Closed Business Lockdown Payment

    This payment was introduced by central government for the national lockdown beginning 5 January. It is only for those who are legally required to close and are business rate payers.

    All eligible businesses that have already applied for an LSRG for the national lockdown period in November 2020 period will automatically receive this additional grant.

    Additional Restrictions Grant

    This is discretionary grant is available for businesses which have been impacted by the national lockdowns but have not been legally required to close or are not business rate payers.

    To be eligible for this grant businesses need to have been significantly impacted (at least 25%) and incurred fixed business costs that cannot be cancelled.

    This scheme is paying awards equivalent to the LSRG and Closed Business Lockdown Payment available to businesses legally required to close and are business rates payers.

    To date, the council has received around 335 ARG applications with some 136 approved. The grant funds awarded so far total more than £1.2 million – which is around 55% of our original allocation from central government.

    Fireworks Advice from Kent Public Protection

    Autumn has arrived and with it the glorious changing colours of the leaves and falling temperatures and it also means that firework season is almost here. We want you to enjoy fireworks season so if you are thinking about putting on your own fireworks display we recommend you:

    • Only buy from reputable, recognised retailers;
    • Only buy fireworks marked with CE and BSEN1594.

    For tips on using firework safely visit Kent Fire Rescue.

    Do not use fireworks if they are:

    • Unbranded and in plain packaging;
    • Look cheap or poorly made;
    • The product information is limited or only a CE marked is displayed;
    • being sold by private sellers trading from home or on social media.

    Flytipping Duty of Care

    The 13 councils of Kent are working in partnership to tackle flytipping and waste crime.

    Flytipping is a crime with serious consequences and serious penalties.

    There should be no excuses for flytipping, with residents and businesses aware of their responsibilities when disposing of waste following last year’s campaign around illegal waste carriers.

    Flytipping is dealt with by your local district or borough council.

    Residents can continue to dispose of waste either by:

    ·        Going direct to their local household waste recycling centre.

    ·        Booking a bulky waste collection from their local district/borough council for a small charge.

    ·        Hire a waste contractor to dispose of their waste. Before doing so they should ask for a waste carrier licence, where the waste will be disposed and a receipt/invoice.

    According to the Environment Agency (EA), over a third of illegally dumped waste is from households which have used unlicensed waste operators.

    Illegal waste carriers often target people via social media or local advertising, luring customers in with cheap rates to dispose of unwanted furniture, fridges or garden waste.

    However, these unlicensed carriers often simply dump the waste along country lanes or farmers’ fields leaving the bill for removal and disposal with the landowner.

    Householders or small businesses found to be using criminals to dispose of their waste can and are being prosecuted by local authorities in Kent and issued with a fine.

    KCC operates 18 HWRCs, providing facilities for the recycling and disposal of more than 30 different types of waste. You can check what you can bring to a recycling centre by checking on the council website.

    If you are unable to visit an HWRC you can book a bulky collection from your district or borough council or alternatively, use a company that’s properly licensed.

    Householders should protect themselves and the environment.

    Residents are being encouraged to make a note of changes to household waste and recycling collections in Folkestone & Hythe over Christmas and the new year.

    Waste crews will empty bins, generally, two days later than usual in the week commencing Monday 25 December 2023 and then one day later than usual during week of Monday 1 January 2024.

    This is to give our hard-working teams the opportunity to enjoy a well-earned break for Christmas. The revised timetable is as follows:

    Household waste and recycling collections will return to normal on Monday 8 January 2024.

    Garden waste collections are taking their usual break for Christmas, meaning there will be no service between Friday 22 December 2023 and Monday 8 January 2024

    All of the changed dates can be found in the latest edition of Your District Today – distributed to all households in the district – and also by visiting the council’s MyAccount service.

    Cllr Jeremy Speakman, Cabinet Member for Assets and Operations, said: “According to research, we all produce around 30% more waste over the Christmas period – making it even more important we reduce, reuse and recycle.

    “Remember items such as Christmas cards, crackers (without the snaps), paper hats, non-glittery wrapping paper that scrunches and chocolate boxes can all be recycled.”

    A free real Christmas tree recycling service will be available once again. Garden waste subscribers can leave theirs next to their bins once the service resumes, while non-subscribers should visit folkestone-hythe.gov.uk/christmas on the first week in January to arrange a collection.

    Folkestone & Hythe COVID Omicron Business Grants – OHLG and ARG

    This update is further to the government announcement on 21st December 2021 about further grant funding for businesses severely affected by the COVID Omicron variant.

    This has resulted in two grant schemes now available to some Folkestone & Hythe businesses – the Omicron Hospitality & Leisure Grant (OHLG) for eligible businesses within the rating system (i.e. are business rate payers) and a relaunch of the Folkestone & Hythe Additional Restrictions Grant (ARG).

    The OHLG scheme is being administered by the Folkestone & Hythe Business Rates Team and the ARG scheme is being administered by the Economic Development Team at Folkestone & Hythe District Council.

    Omicron Hospitality & Leisure Grant

    Omicron Hospitality and Leisure Grant Scheme – Folkestone & Hythe District Council

    Folkestone & Hythe Additional Restrictions Grant

    A further £165,000 has been made available to Folkestone & Hythe District Council by the Government for another ARG grant award to businesses that have been severely affected by the COVID Omicron variant.

    As a result of the limited funding available, the eligibility criteria for an ARG award has been reviewed and only businesses meeting the following criteria will be eligible for a grant award:

    • The business has not received an OMLG grant.
    • Business income in December 2021 was reduced by at least 25%.
    • Monthly fixed business costs amount to at least 15% of the ARG award (i.e. where a business is eligible for £2,667 fixed costs need to be at least £400).
    • The business is in the Hospitality, Leisure or Accommodation (as defined in the government guidance for the OHLG scheme) sector or the supply chain for one of these sectors.
    • The business is a registered businesses/charities/CICs/ etc. (i.e. not sole traders) unless the applicant is sole traders that provides ‘serviced’ holiday accommodation. 
    • The business or organisation operates or has a presence in the Folkestone & Hythe district
    • The business was actively trading on or since 31 December 2021 and is not in administration, insolvent or subject to a striking-off notice.
      • The business has not received more financial support than is allowable under the Small Amounts of Financial Assistance Allowance, the COVID-19 Business Grant Allowance and the COVID-19 Business Grant Special Allowance.

    Businesses eligible for an ARG award will receive the following grant level accordingly:

    • £2,667  – where business accommodation has a rateable value under £15,000 or has under 5 FTE employees (including those furloughed) and annual turnover was under £150,000 in the 2020/21 financial year
    • £4,000 – where business accommodation has a rateable value between £15,001 – £51,000 or has 5 to 20 FTE employees and annual turnover was between £150,001 and £250,000 in the 2020/21 financial year
    • £6,000 –where business accommodation has a rateable value over £51,000 or has more than 20 FTE employees and annual turnover was greater than £250,001 in the 2020/21 financial year

    Grants will be awarded to eligible businesses on a first come first served basis, due to the limited recent funds made available for this ARG scheme round.

    Folkestone & Hythe District Council Consultation: Have your say on proposed licensing policy

    Residents and businesses have a chance to comment on a new licensing policy for the Folkestone & Hythe District until 27 October 2021.

    Each licensing application is determined on its own merits but the council’s licensing policy provides guidance when evaluating these. The proposed updated version of the policy contains recommended opening hours as a guide.

    This licensing policy is required to be refreshed every five years and the latest update will cover the period from 2021 – 2026.

    Consultation on this licensing policy will be open for nine weeks after which time all feedback will be collated and considered and any amendments made to the document as appropriate. It is intended that this subsequent version of licensing policy will return to Planning and Licensing Committee and then full council in November 2021.

    Folkestone and Hythe District Planning Matters – Have Your Say On Community Involvement

    The way residents are consulted on local planning matters in the future is the subject of a new public consultation launched by Folkestone & Hythe District Council.

    Comments on the updated Statement of Community Involvement (SCI) – a document which explains how people can get involved in decisions about plan-making and planning applications in the district – are now being sought.

    The previous SCI was adopted in 2015 and the latest revision will ensure community involvement is effective at all stages of the planning process.

    F&HDC Leader Cllr David Monk said: “Community involvement in local planning is crucial – which is why it is important residents let us know how they want to be consulted and which way works best for them.

    “The draft document lays out some proposals and we’re keen to gather feedback about what people think about them.”

    Folkestone graffiti tagger jailed for one year

    A Folkestone graffiti tagger who cost his victims a total of £51,000 in damages has been jailed for a year.

    On Wednesday 3 June 2020 at around 7.30am, Jordan Piper sprayed graffiti on two fence panels belonging to a guest house in Cheriton Road. CCTV captured the incident and it was shared on social media. A member of the public said he had seen the same style of graffiti in other areas of Folkestone and the matter was reported to Kent Police to investigate.

    At around 12pm the same day Piper was also caught on camera spraying graffiti on the wall of a residential property in The Parade, whilst it was later identified that two vans parked in Brockman Road on 3 and 4 June had also suffered similar damage.

    On Friday 12 June, outside Sainsbury’s on the Park Farm Industrial Estate, Piper was caught on camera spray-painting the same symbol on a brick wall around the back of the store. He was seen walking away before getting into a vehicle and leaving the area. The tag left on the wall was identical to the damage caused at the guest house.

    It transpired that the same spray-painted design had been left in various other places across the Folkestone area, however not everyone had reported the damage to the police. As enquiries continued, other local homeowners and businesses did come forward including a number situated in Castle Hill Avenue, Middleburg Square and Sandgate Road.

    Piper, 31, was identified and arrested at his home in Clifton Road, Folkestone, on Wednesday 24 June 2020. Subsequent searches of his property resulted in the discovery and seizure of a spray can along with clothing, sketch books, paint pens and artwork.

    Following his guilty plea to twenty counts of criminal damage, he was sentenced at Canterbury Crown Court on Friday 18 June 2021.

    Kent Police’s investigating officer, PC Chloe West, said: ‘Piper deliberately went out to deface property for his own enjoyment with no concept of the time it would take to remove it and the costs involved. Kent Police works closely with the local authority to deal with graffiti, which is classed as criminal damage and is therefore a crime. It can cause misery to people living and working in our communities and I hope Piper’s prison sentence acts as a warning to anyone who thinks this is acceptable.

    ‘I would encourage members of the public to report graffiti to us and to the local council so we can continue to take action against offenders.’

    Folkestone Rowing Club is based in Sandgate. The Rowing Club welcomes new members who have rowed before or would like to try. It is a very popular place with the locals as it has a good bar that overlooks the beach and they have events throughout the year. They welcome social members if you don’t want to get wet! The Rowing Club has social events such as quizzes, raffles, open mic nights and theme nights.

    There are lots of  rowing events during the year such as the annual regatta which has all the local clubs competing in Sandgate. There is a BBQ on the seafront and homemade cakes on sale too! The club also competes in the Coast Amateur Rowing association league which takes place mainly across Kent and Sussex during the summer. Members can choose to compete or just row for fun!

    Come down to look at the club, meet the people and have a look at the facilities. The best times are on a Sunday at 10:00 or week nights at 18:00. If you would like to have a go bring items of clothing and footwear with you as you will likely get wet!  There’s absolutely no cost to visit the club or try rowing so please come over and say hello!

    Folkestone Rowing Club Hosts Rowing Championship

    On the 16th of September 2023, Folkestone Rowing Club are hosting the 66th South Coast Championship. This prestigious event will bring 800 – 1,000 people together on the beach at Sandgate to take part in the most important regatta in the coastal rowing season.

    The Championship, which includes races for young people and for adults, will see rowers from Herne Bay to Plymouth come together in Sandgate for a weekend of fierce competition and sportsmanship.  

    Most crews will arrive in Sandgate on Friday 15th September. On 16th September, clubs and crews will arrive at Sandgate beach from 6am onwards. Racing will start at 9:30 and continue throughout the day until 5pm.

    After the regatta finishes, Folkestone Rowing Club will host the prizegiving and an evening of celebration.

    The Rowing Club will encourage visitors to use our local businesses and amenities throughout the day. The club are also offering local businesses the chance to sponsor the Championship. Tiered sponsorship packages give businesses the flexibility to advertise their company to the rowing community and support the event.

    Free Saturday Parking in District Council Car Parks in the run-up to Christmas

    Folkestone & Hythe District Council is giving residents and businesses an early festive gift.

    Charges in all Folkestone & Hythe District Council pay and display car parks and on-street bays across the district will be waived on the three Saturdays ahead of Santa’s arrival to help support the local economy and shoppers to buy fantastic presents.

    This means motorists can park for free on Saturday 4 December, Saturday 11 December, and Saturday 18 December.

    The free Saturday parking will apply in Sandgate to both Castle Road Car Park and Wilberforce Road Car Park on the 4th, 11th and 18th December.

    Limited waiting (free) and controlled parking zone restrictions are still in place on the three Saturdays in the lead-up to Christmas to ensure local residents are able to park close to their homes and there is a sufficient turnover of spaces.

    Residents can also apply via MyAccount for a permit to park in council-run car parks all year round for £60. This allows you to park your vehicle for three hours in long-term car parks and two hours in short-term car parks.

    The £16.5 million Youth Covid-19 Support Fund is open to grassroots youth clubs, uniformed youth groups, and national youth and umbrella organisations, to help to mitigate the impact of lost income during the winter period due to the coronavirus pandemic, and ensure services providing vital support can remain open.

    Applications for the Youth Covid-19 Support Fund are open and will close at 5pm on the 12th February 2021.

    Halloween and Bonfire Night – Safety Advice

    Safety advice for Halloween and Bonfire night taking place in the next few weeks.

    Halloween – Trick or Treating

    We want you to enjoy Halloween, but remember, not everyone wants to take part!

    Here’s a few things to remember when you are celebrating Halloween.

    10 top tips for staying safe this Halloween

    1. Some masks can obstruct vision, a potential danger, when crossing roads. Consider using face paints instead.

    2. If your children are trick or treating outside, make sure they are wearing visible clothing – consider using reflective tape and always ensure any costumes and masks are labelled as flame resistant.

    3. When trick or treating, Children should go out in groups, younger children should be accompanied by an adult.

    4. Older children should agree with parents or guardians in advance exactly where they are going and when they will be back.

    5. Make sure children know not to enter anyone’s house and not to accept lifts in people’s cars.

    6. Talk through the idea of trick or treat, and make sure your children don’t do anything to upset or annoy the people they visit.

    7. Keep to pavements and trick or treat on one side of the street before crossing safely to the other side – don’t criss-cross.

    8. Stay in well-lit areas where there are plenty of houses.

    9. Carefully check all the things children have been given. Sweets and food that are still in their original wrappers are safest.

    10. Remember – have fun but be safe!

    There are two posters below, If you have an elderly or vulnerable friend, relative or neighbour who does not enjoy callers at their door, help them display the ‘no’ poster clearly in the window. If you do receive an unexpected caller at the door, don’t feel pressured to answer if you don’t want to. If you are taking your children out trick or treating, please be considerate and avoid houses who are displaying the ‘no’ poster.

    You are also welcome to display the ‘yes’ poster if you would like to make it clear to trick or treaters that you are taking part this Halloween.

    Bonfire / Firework Safety

    Officers will be carrying out extra patrols in your area to keep you safe, however there are number of steps you can take to ensure a great Bonfire Night. Remember:

    • An organised display is the safest way to enjoy fireworks.
    • Fireworks are noisy (which can upset very young or elderly people as well as pets). They can cause damage and they can cause serious injuries if not used properly.
    • Only buy fireworks from a legitimate retailer.
    • It is an offence to buy fireworks by anyone under the age of 18. You can be fined or imprisoned for buying or using fireworks illegally.
    • Shops are not allowed to sell fireworks louder than 120 decibels.
    • It is an offence to let fireworks off between 11pm and 7am except on 5th November when the cut off is midnight and on Diwali, New Year’s Eve and Chinese New Year when the cut off is 1am. It is also an offence to set off fireworks in the street, onto a road or in a public place.
    • Anyone caught causing a nuisance with fireworks will receive an instant fine of £80 and any fireworks found on a person under 18 will be confiscated.
    • Always inform your neighbours if you are using fireworks and be considerate.
    • Keep bonfires small and manageable and build them away from houses, garages, sheds, fences, overhead cables, trees, bushes and vehicles.
    • Never use flammable liquids – paraffin or petrol – to light the fire.
    • Avoid drinking alcohol whilst in charge of a bonfire or fireworks and particularly when supervising children.
    • In case of an emergency, keep buckets of water, the garden hose or a fire extinguisher ready.
    • Make sure your fireworks conform to British Standards BS 7114, EN 14035 or EN 15947.
    • Keep fireworks in a closed box and use/light them one at a time.
    • Light the firework at arm’s length using a taper or fuse wick and stand well back – never return to a firework once it has been lit.
    • Only children over the age of five are allowed to use sparklers and should be supervised by an adult at all times.
    • Remember, if you break the law on fireworks you could be sent to prison for up to six months or a child’s parents or carers could receive a fine.

    The use of fireworks can cause distress to residents, especially the elderly, those with conditions such as autism and PTSD, as well as to pets. It’s not the flash that often causes distress, it’s the bang.

    Safety Advice

    Take Care With Sparklers

    Sparklers can reach a temperature of up to 2,000°C, I’m sure you’ll agree that’s quite hot!

    So when handling them, always wear gloves. And when you’ve finished, have a bucket of water which people can plunge them in. If you’re giving them to children, then make sure they’re observed at all times.

    Children under five should never hold a sparkler. Instead, you can give them a glow stick so they don’t feel left out, and it will last a lot longer than a sparkler.

    Have Someone In Charge

    You need to delegate one person to be in charge of the display. Give them a hi-vis vest so everyone can easily identify and find them. They should abstain from drinking, at least until after the display.

    Doing otherwise increases the risk of injury, and means they’re less able to supervise properly. Equip them with a torch to see what they’re doing and a hat, gloves and goggles to keep them protected.

    Buying Your Fireworks

    Always buy fireworks from a reputable shop. Don’t cut corners trying to save a few quid and don’t buy from places you’re unsure about. All fireworks that conform to British Standards should have BS 7114 written on the packaging.

    Also, make sure you buy fireworks which are appropriate. Most fireworks in Categories 1 to 3 will be okay for a garden display. All Category 4 fireworks are only for professional displays.

    Setting Off The Fireworks

    Long before you set them off, you should have read the instructions and prepared in the daylight. Let your neighbours know and remember it’s better to be over cautious. Make sure the area is clear of animals and people, and that all your guests are stood well back. Only light one firework at a time and never return to a firework after you’ve lighted it.

    Once lit, run to safety and watch the beautiful fireworks light up the sky.

    And Just In Case

    Unfortunately, things can go wrong from time to time. If someone does get burnt, then remain calm. Cool the burn with cold water, then cover and go to a hospital if it’s serious. Maybe have a small first aid kit to hand for such accidents.

    Should someone’s clothes catch alight, then get them to perform the stop, drop and roll. Have a fire blanket which you can also wrap around someone will put out the flames. And having a 2kg powder fire extinguisher means you can act quickly and prevent a small fire escalating.

    • To report a crime other than a crime in progress call 101 or visit the Kent Police website to access the ‘Live Chat’ facility.

    As we approach Christmas, I just wanted to wish you all the best for a Happy Christmas and the New Year.

    Despite the obvious and ongoing challenges, we will have seen Sandgate Library completely refurbished this year. The works have been funded from external grants, and made it much more welcoming and accessible to all (indeed, it’s a “Warm Welcome Space” https://www.warmwelcome.uk/ so good we’re even on the map twice!).

    We’ve celebrated the Jubilee, planted two new orchards that will develop and grow over coming years, enjoyed a great Sea Festival, commemorated the death of the Queen and remembered her service to our country.

    Sandgate has retained our Seaside Award status, and welcomed Ukrainian refugees in venues across the village.

    It’s also great to see other organisations in the village thriving. The Chichester Hall continues to invest in refurbishment and renewal. The Sandgate Society and Sandgate Heritage Trust merger is almost complete. St Pauls Church celebrated its 200th anniversary with a huge range of events. The Sandgate Community Garden work on a seemingly ever increasing number of projects. And 2nd Sandgate Scouts are growing and doing well, with their HQ on The Undercliffe looking better than for years.

    Thank you to everyone involved in any way locally with making Sandgate what it is.

    Home Office’s future use of Napier Barracks – update from Folkestone & Hythe District Council

    Folkestone & Hythe District Council has been advised that the government is intending to extend its use of Napier Barracks to house those seeking asylum in the UK until September 2025.

    Responding to this announcement Councillor Jenny Hollingsbee, Deputy Leader and Cabinet Member for Communities, said: “The council has not had any role in this decision as the government is using special planning regulations to extend the use on a temporary basis for another four years.

    “We have not changed our initial view that Napier Barracks is not the right place so this is very disappointing news and not what we had been hoping to hear.  I have made it clear to the Home Office that if the use is to continue then it is our expectation that government will make further investment to improve facilities for those staying at the barracks.

    “As a council we will continue to play an active role, alongside our partners, to monitor the use of the barracks.     Many of us were shocked and saddened to hear of the death of well known and respected resident, and driving force of the Tower Theatre, Peter Heselden in December.

    There will be a celebration of Peter’s life at the Tower Theatre on Monday 8 January 2018 at 17.30 following a private family service.

    In Memory of Zoe Varian

    It is with great sadness that I write to tell you that Zoe Varian passed away on Sunday 25th April. It was her wish to be in her own bedroom and surrounded by her family and for her it was a peaceful end with Nick at her side after a short but courageous fight. After her diagnosis and treatment we were all hopeful she would beat it, she had some good months through the summer and was able to enjoy special times with her family and close friends. She remained so positive throughout.

    Zoe will be so missed by the Sandgate Community, she had such a bright, and vibrant personality, she was always so welcoming and a kind and generous person.

    She had been a Parish Councillor in the past, was pioneer behind the Sandgate Farmers Market, and a stallholder, we will all remember her beautiful displays of flowers and plants displayed in vintage china. She was Chairman of the Sandgate Heritage Trust, until very recently, working tirelessly to maintain this important Heritage Building.

    Zoe was a member of the Sandgate Society for many years, always very active and filled the hall to capacity when she gave the ‘Greenwall Lecture’ in 2019. As a very keen historian and member of the Folkestone History Research Group, her lecture was entitled ‘The History of Romney Marsh Churches’

    Zoe has so many friends not only here but from all around the world, and there will be a time, in the near future, for all who knew her to remember her at a service, a Celebration of her Life. Hopefully in the summer, Nick says, “when the sun will be on the seaside here to remind us of our beautiful missing light”

    Our thoughts are with Nick, Ben, Abbi & Harry and her sister Miranda and her husband Wayne.

    Increase of dog thefts in Kent

    There are reports from Kent Police on the increase of dog theft or attempted thefts in Kent over the past week.

    Cases have increased by 33% in the South East since 2018 – with 163 incidents reported within the last year. Demand for dogs have skyrocketed in lockdown and prices have soared as a result.

    Organised crime is exploiting this situation by smuggling puppies from abroad and stealing dogs across the UK. Dog thefts are now at an all-time high, with puppies stolen for an immediate resale and adult dogs being taken for forced breeding on puppy farms.

    Invitation to tender: Building Works

    Sandgate Parish Council currently holds a long lease for the public library and parish office premises in Sandgate High Street. We are issuing this invitation to tender for internal building works to the library.

    Improvement of access to the building for all is important to the Parish Council. This is not just making it easier to get into and use the library in opening hours, but also to extend the use of the premises for more community activities and events.

    We have a number of issues currently we wish to resolve:

    Library Entrance

    Currently the building’s entrance doorway is unwelcoming and difficult to use for those in and with buggies, prams, wheelchairs and mobility issues. We want to improve that by repositioning and replacing the front door, lighting and door opening mechanism.

    Toilet

    The only toilet in the building is currently not for public use and is inaccessible for those with mobility issues. We want the toilet, and its access, remodelled to make it accessible to all.

    Storage

    We have limited storage in the library. To fix this, we’re proposing a large built in secure storage area is built at the rear of the library. This would extend along the back wall with shelving and sliding doors.

    Sandgate Parish Council would be pleased to receive quotations for these works from local suppliers. We’d prefer quotations for all 3 of the works above, but are happy to consider options with a variety of local contractors working together.

    KCC FREE Covid-19 control advice and training for Businesses, Charities and Not-for-Profit

    Now and during the coming months, it is important that COVID-19 and infection control continues to remain a priority. 

    Kent County Council has recently commissioned a free COVID-19/infection safe training and advice service for sole traders with a Unique Tax Reference, small and microbusinesses registered via companies house, charitable organisations registered via the charity commission, and not for profit organisations that operate in the KCC Local Authority area.  

    The free training sessions will last 3 hours, are being held on Zoom on 8, 14 and 18 September, and will aim to assist eligible organisations to: 

    • Ensure a safe place of work. 
    • Ensure clean and safe equipment.
    • Provide clear information, training and instruction, and supervision on how to manage infection control including COVID-19. 
    • Complete robust infection control risk assessments.

    KCC Media Statement Regarding Kent ‘Tier 3’ Announcement

    Following the easing of national restrictions on 2nd December, all of Kent and Medway will have restrictions at the ‘Very High Tier 3 Level’.

    The Government’s decisions on tiers have been made by ministers based on recommendations by government scientists and medics, taking into account:

    • Infection rates in all age groups and in particular among the over 60s
    • How quickly case rates are rising or falling
    • The number of cases per 100,000 in the general population
    • Pressure on the NHS – including current and projected NHS capacity – including admissions, bed occupancy and staff absences
    • Local factors and exceptional circumstances such as a local but contained outbreak

    Local authorities were informed by letter this morning, outlining the decision and a reminder of the rules of each tier.

    Following today’s announcement, Kent County Council Leader Roger Gough said:

    “We appreciate that residents and businesses across the county will be extremely concerned and some areas may feel the Government decision is unfair. It is our priority now to work with everyone to move out of tier 3 as quickly as possible.

    “We continue to work tirelessly to reduce the rate of transmission across Kent, focusing on the most affected areas with extra testing capacity and engaging local communities to ensure that we all comply with restrictions. At the same time continuing to provide support to our most vulnerable people, and providing vital advice and support to Kent businesses.

    “We appeal to businesses to play their part by being strict with the guidance affecting them, their staff and their customers – making sure we all follow advice on social distancing and wearing a mask.

    “Community outbreaks have been a major cause for concern in some areas of Kent and the second national lockdown had started to show an impact in a slight reduction in the numbers of people testing positive. But it is the same message to all Kent residents now; thank you for all your efforts so far, and we appeal to everyone to continue to take the restrictions seriously and follow the guidance. The faster we get infections down, the sooner we can hope to see restrictions eased to the benefit of residents and businesses.”

    The Kent Local Tracing Partnership goes live in Kent from Friday 27 Nov, supporting the national Test and Trace service to locate residents who have tested positive for Covid-19. The local system will continue to support the NHS Test and Trace service, using the experience of the Kent Together helpline with KCC commissioned call handlers contacting people that the Government Test and Trace system has not been able to reach within 24 hours.

    Once contacted, the advisors will be able to give advice on isolation and testing, establish close contacts, upload details to the National Contact Tracing system, and signpost to assistance available such as financial or practical in terms of supplies of food and medication.

    Work also continues with the Department of Health and Social Care regarding supplies of Lateral Flow Devices and targeted wider asymptomatic testing.

    Kent County Council Director of Public Health, Andrew Scott-Clark said:

    “A local test and trace system, alongside mass testing, are significant undertakings and while they are an important part of managing the pandemic, it is not the solution and any testing needs to be alongside all the other public health measures such as social distancing, wearing masks and washing hands.

    “We have been in national restrictions for two weeks and those high figures from before lockdown are now starting to level off so we are encouraged that the majority of people are doing the right thing by minimising their social interactions at home and carefully following social distancing guidelines when they are out but it’s really important that we protect the most at risk people among our older residents and this needs to happen now if we want to see restrictions eased further.”

    Kent County Council and Medway Council lead on outbreak control plans for the county and continue to work closely with partners from central Government, the district and borough councils in Kent, the NHS and Public Health England, and continue to keep businesses informed.  

    Roger Gough added: “We know that Kent’s hospitals are getting busier – not just from Covid cases but because of normal winter pressures – so we need to help the NHS too and the main thing people can do is to follow the national restrictions and self-isolate if they have symptoms or have been advised to self-isolate. If you have symptoms, book a test. Play your part to help protect Kent and Medway – more information at www.kent.gov.uk/protectkent

    Understanding the Tiers

    In tier 3, you must not meet socially indoors or in most outdoor places with anybody you do not live with, or who is not in your support bubble, this includes in any private garden or at most outdoor venues. You must not socialise in a group of more than 6 in some other outdoor public spaces, including parks, beaches, countryside accessible to the public, a public garden, grounds of a heritage site or castle, or a sports facility – this is called the ‘rule of 6’. There are also rules on hospitality settings, such as bars (including shisha venues), pubs, cafes and restaurants which are permitted to continue sales by takeaway, click-and-collect, drive-through or delivery services.

    Keeping Sandgate Tidy: Seagull Proof Sacks

    Seagulls and bin bags don’t mix. Well, perhaps they do. Too well. For the seagull.

    Following an approach by Sandgate Parish Council, Folkestone and Hythe District Council have agreed to make available ‘seagull proof’ bags for residents in Sandgate that have a purple sack rubbish collection (ie no wheely bin). This will help prevent your rubbish being attacked by seagulls on collection day (which should make Sandgate High Street on a Wednesday a slightly less rubbish-strewn area – we hope!).

    Any household that normally has their waste collected in bin bags can collect a FREE seagull proof bag from:

    • Sandgate Library (James Morris Court, Sandgate High Street, Sandgate, Folkestone CT20 3RR) Friday 3rd April – 10am-12.30pm
    • Sandgate Farmers Market (Chichester Hall, 70 Sandgate High Street, Sandgate, Folkestone CT20 3RR) Saturday 18th April – 10am-12.30pm

    Sacks will also be available for collection from the Library from 3rd April. One per household – you will be asked to provide your residential address to collect a bag.

    Please note that bags DO NOT replace purple sacks – you place your purple sacks IN the seagull proof bag.

    How to use your seagull proof bag:

    • Please secure your sack outside your property before 7am on collection day;
    • Please place your purple bags inside your gull proof sack and make sure that the sack is securely closed to avoid the gulls attacking your waste;
    • Our waste crews will remove the purple bags from your gull proof sack on collection day;
    • Please take your bag in as soon as possible after collection, any gull proof sacks left out permanently will be removed and not replaced;
    • You may wish to number your sack so that it can be recognised as yours.

    • whether they are eligible for funding to help pay for adult social care;
    • what happens when they, a friend, or relative leaves hospital;
    • how to buy equipment to help around the home;
    • what type of support care homes can offer.

    It also contains a simple information finder tool if someone is unsure where to look for information and advice regarding care and support.

    Kent County Council Household Waste Recycling Centres to Reopen for Booked Visits

    From Kent County Council: Household Waste Recycling Centres (HWRCs) will open from Friday 15 May for essential use. This includes Folkestone’s Ross Way Waste Recycling Centre.

    It’s important for you to limit use of these restricted slots, as they should be used for emergency waste disposal.

    Journeys to HWRCs must only be undertaken if your waste or recycling cannot be stored at home safely or disposed of safely by other means. This means waste that cannot be stored without causing risk of injury, health or harm. No other reason for the journey would be considered a legitimate purpose.

    To be able to visit a HWRC you must book a slot in advance. Please note that booking slots are very limited to maintain social distancing for staff and visitors.

    Booking will be available from 11am, Wednesday 13 May 2020.

    Who can visit

    You will only be able to book one trip in any 4 week period per household to ensure everyone can use the site safely.

    Anyone who visits must adhere to the coronavirus safety rules on site.

    Book your slot

    You won’t be able to book a slot until 11am, Wednesday 13 May 2020.

    From Friday 15 May all HWRCs will be open from 9am to 3pm, and you will be able to book the following time slots:

    • 9am to 10:30am
    • 10:45am to 12pm
    • 12:15pm to 1pm
    • 1:45pm to 3pm.

    Once booked, your reference number will be sent to you via email or provided to you over the phone.

    Please note that the booking form has been developed in partnership with Medway Council, you will be directed to their site for your booking.

    If you are unable to access the internet or know someone who cannot book online, call 03000 41 73 73 (Text Relay 18001 03000 41 73 73). You must take note of your reference number to present when arriving on site.

    Visiting the HWRC

    Before visiting you must have:

    • your booking reference number – this needs to be printed, available on a phone display or written down
    • a pair of gloves (garden, latex, rubber etc) and a mask (if available) to limit the risk of infection, these must be taken home with you and disposed of.

    Customers must only attend the site within their booking slot, if you miss your slot, you may not be permitted to use the site.

    All materials usually accepted at your local HWRC will be accepted.

    If you are disposing of waste contaminated with COVID-19 we ask that you double bag the material and store this securely for 72 hours before bringing to the site or putting out for your regular waste collection at kerbside.

    Terms and conditions on site

    When visiting, residents must note that:

    • abusive behaviour towards staff or other customers will not be tolerated and you could be banned from site
    • rules must be adhered to at all times
    • customers who do not comply may be asked to leave the HWRC
    • the HWRC may have to close temporarily with no warning if required
    • security will be in place at the sites and body worn cameras will be used, if required.

    Social distancing rules

    The following social distancing rules will be applied across all sites:

    • staff cannot assist you with unloading any household item
    • traffic management will be in place, with some sites closing off every other parking bay
    • one customer at a time on the compactor platform, only when a member of staff is not operating the machines.

    Any flytipped items left outside the HWRCs entrance or access road is a crime. If you wish to report any flytipping, please report this online.

    Kent County Council: A259 Sandgate Esplanade, Sandgate (Prohibition Of Waiting) Temporary Order 2018

    To allow various telecoms cabling and ducting works to be safely carried out, Kent County Council has made an Order to temporarily prohibit parking on part of A259 Sandgate Esplanade, Sandgate, near Folkestone.

    Waiting and loading will be prohibited at all times on both sides of Sandgate Esplanade between the junctions with Castle Bay and Brewers Hill, to the extent indicated by No Waiting signs and cones placed on site.

    This comes into force from Tuesday 11 September 2018 and applies during works with an anticipated duration of 2 days.

    Due to the nature of the works, the restrictions will need to remain in force outside the working hours.

    The restrictions are in conjunction with temporary traffic lights, and the use of the nearby zebra crossing will be suspended during the works.

    This Order suspends any existing parking entitlements and restrictions that apply to the sections of Sandgate Esplanade identified above.

    Kent County Council: Community Services Consultation

    Kent County Council (KCC) has launched a public consultation on its Community Services which runs until 26 March 2023.

    The consultation proposes changes to the way we use our buildings to deliver some of our community services. We invite your feedback on our proposals as part of this consultation.

    Why are we proposing changes?

    The Council has experienced big increases in costs and has less money to spend.  So we need to look ahead and do things differently to make sure we can still help residents in the years to come. Whilst ensuring effective support for residents who need our services, we need to:

    • tackle the rising costs of maintaining our many buildings
    • find savings, so we can balance the budget
    • reduce our carbon footprint to meet our Net-Zero ambitions.

    What services are included in the proposals?

    Children’s Centres and Youth Hubs, Public Health Services for Children and Families, Community Services for Adults with Learning Disabilities, Community Learning and Skills, and Gateways.

    What are we proposing?

    • Having fewer permanent buildings, meaning that some of our buildings would close – we want to keep buildings in areas where they are needed the most
    • co-locating more of our services, meaning more than one service would be available from some of the buildings you might visit
    • continuing to deliver some services by outreach, which means they do not take place in a dedicated or permanent space, but move around to when and where they are needed
    • ensuring residents can continue to access services and information online.

    Our proposals have been designed by considering where there is greatest need for our services.

    Kent Police Guide to Motorbikes, quad bikes and mini motos

    Following a number of reports of use of quad bikes in parks in Sandgate, Kent Police have provided us with their information leaflet on them.

    As it says: “It is against the law to use a go-ped, mini moto, quad bike or motorbike in public parks, open spaces or on footpaths, pavements, cycle routes and bridleways.”

    For the avoidance of doubt, that includes Sandgate Park and Fremantle Park. There are no signs saying so because the same applies to ALL public parks, open spaces, footpaths, pavements, cycle routes and bridleways. Sandgate is not an exception, and Kent Police are aware of and watching for the issue. Any incidents of use of such vehicles in pubic parks should be reported to Kent Police via 101 or the Kent Police online reporting page. they ask that the report includes:

    • The dates and times that you have been affected by nuisance vehicles
    • The location of the vehicles and what they were doing
    • Descriptions of the vehicles and people involved
    • Whether the vehicles were ridden to the area, or whether another vehicle was used to transport them.

    The information you provide will help them to identify those responsible and take action to prevent them causing problems in the future.

    Library Closure from Friday 20th March

    Kent Libraries have informed Sandgate Parish Council that all their libraries will close from Friday, so we will be closing Sandgate Library from 1pm on Friday. We will of course re-open as soon as we are advised we can do so.

    The Parish Clerks will continue to work their usual hours and the email (clerk@sandgatepc.org.uk) and phone (01303 248563) will still be answered.

    Light Up Sandgate for Christmas

    For many years, businesses in Sandgate have made an amazing Festive effort for Christmas. After a pretty drab 2020, let’s bring some sparkle and festive cheer to the whole community and light up our windows and outside our homes and businesses this December.

    Get your neighbours involved, and light up your street!

    Light up and decorate your home or business to bring some added sparkle to the area this Christmas – AND you can win a prize from Sandgate Parish Council! Small Prizes for BEST OVERALL, BEST WINDOW & BEST BUSINESS, donated by Sandgate Parish Council, will be awarded.

    Our secret judging team will go out on the weekend 18th -20th December. Decorations don’t need to be expensive, in fact, additional credit will be given for upcycling, imagination, and creativity!

    Also, this Christmas let’s help those having a hard time coping. If you can do so, please make a food or cash donation to the Shepway Foodbank or Porchlight: see below.

    Porchlight helps the homeless and vulnerable. You can donate to Porchlight at porchlight.org.uk/donate

    Shepway Foodbank supports those who are struggling to feed themselves and their families. Donations to the Foodbank will be gratefully received and passed to them by Christmas.

    The Providence & The Golden Arrow have also kindly agreed to take in Foodbank donations from December 3rd until 21st December. Learn more at shepway.foodbank.org.uk/give-help/ about ways to help, and also the things that the Foodbank currently most urgently needs.
